On May 18, 2017, Dutch Ambassador to Rwanda, Frederique de Man and the Country Manager for the World Bank Group in Rwanda, Yasser El- Gammal, signed funding agreement worth US$ 22 million meant to upgrade and maintain feeder roads in Rwanda. The signing ceremony that took place at the Ministry of Agriculture and Animal Resources (MINAGRI) headquarters was witnessed by Minister of State in charge of agriculture, Fulgence Nsengiyumva, and other officials from both Dutch embassy in Kigali and World Bank in Rwanda.
Speaking during the event, Minister of State Nsengiyumva commended both the Kingdom of the Netherlands and the World Bank group for their support towards Rwanda’s agriculture transformation.
He noted that feeder roads are very important in terms of access to market; given that the Crop Intensification Program has boosted agricultural production across the country, thus necessitating good road networks to enable farmers to take their yields to markets.
“We assure our partners that we will do our best to maintain the feeder roads,” the Minister of State said.
The Dutch ambassador to Rwanda Frederique de Man added that this contribution fits very well in their program to help in increasing agricultural production in Rwanda.
According to officials, the funding will be channeled through a Multi-Donor Trust Fund (MDTF), a fund created in 2015 by the World Bank in agreement with the Government of Rwanda to co-finance the rehabilitation and maintenance of feeder roads. The key objective of the MDTF is to stimulate the large, multi-donor, coordinated effort necessary to undertake responsible feeder roads development in Rwanda. The World Bank administers the funds on behalf of contributing donors.
The United States Agency for International Development (USAID) were first to join the Bank financed Feeder Roads Development Project through MDTF using a US$50 million Grant to Rwanda.
The World Bank and the Government of Rwanda signed an agreement of USD 45 million in April 2014 to implement the Feeder Roads Development Project. The project is being implemented in four Districts namely Rwamagana, Gisagara, Karongi and Nyamasheke where 270 Km of feeder roads are targeted to be rehabilitated/upgraded in all the four Districts.
With Kingdom of the Netherlands and USAID contribution, the project will expand its activities in six more Districts including Nyagatare, Gatsibo, Nyaruguru, Nyabihu, Rutsiro and Gakenke. It is expected that 460 Km of feeder roads will be rehabilitated/upgraded in the six Districts.
The Country Manager for the World Bank Group in Rwanda, El- Gammal, noted that “this is the ultimate goal to all of us work together and strive for agricultural transformation.”
