The Ministry of Agriculture and Animal Resources (MINAGRI) and higher learning institutions that teach agriculture-related courses have started discussions on possible partnerships in implementing the 4th edition of the Strategic Plan for the Transformation of Agriculture (PSTA4).
As the PSTA3 period ends in 2017/18 financial year, MINAGRI has elaborated PSTA4 to continue supporting, implementing and promoting strategies aiming at attaining the sector aspirations of having a market-led agriculture sector. The implementation of PSTA4 starts in July this year.
During a one-day consultative meeting held on May 15, 2018 at the University of Kibungo (UNIK), MINAGRI & affiliated agencies and the agriculture colleges discussed on key areas of collaboration and agreed to form a joint team that will come up with a proposal of a Memorandum of Understanding elaborating much on the collaboration.
Discussed areas of collaboration range from agricultural research, extension services, and capacity development to resource sharing among others.
Speaking during the meeting, Minister of State in charge of Agriculture, Fulgence Nsengiyumva, said that this anticipated collaboration seeks to bridge gaps between academia and policy making & implementing agencies in the agriculture sector.
“We want to bring onboard people from the academic world so as to forge together new ways that will enable us to foster the agriculture development,” the Minister of State pointed out. He added: “We need concrete actions that translate into increasing agricultural productivity to ensure food security and contribute to our country’s economy growth.”
Representatives from the agriculture colleges commended the initiative; noting that this collaboration will support them in training graduates able to respond to needs on the ground.
Prof Egide Karuranga, Vice Chancellor of University of Kibungo, said they hope to expand agricultural activities such as maize seed multiplication among others that UNIK already started.
