Agriculture transformation receive additional Frw 5.3 billion boost from DFID

On February 16, 2017, the Government of Rwanda and the Department for International Development (DFID) signed a Memorandum of Understanding (MoU) that will see the later add £5million (Frw 5.13 billion), to World Bank’s Programme for Results (P4R) support operation for Strategic Plan for the Transformation of Agriculture Phase III (PSTAIII). The support will increase total DFID funds for PTSAIII to £39 million.
P4R is a World Bank’s financing instrument that links disbursement of funds to the achievement of specific of program results and supports efficiency and effectiveness of development programs to achieve tangible and sustainable results.
The funds will finance additional agricultural results that extend the reach of PTSAIII, provide institutional capacity and technical assistance in key areas as well as cater for funding shortfall in financing the existing programme. 
Speaking at the signing event, the Minister of Finance and economic Planning Claver Gatete said the additional funding will ensure sustainable increases in agricultural productivity which benefits the poor. 
“By transforming our agriculture sector, we are creating an important source of wealth and a path way out of poverty through creation of more jobs and incomes for many Rwandans who rely on the sector for their livelihoods. This additional funding will cater for any funding shortfalls tin achieving this crucial objective, “Minister Gatete said.
Laure Beaufils, the head of DFID in Rwanda noted: “This support would contribute to delivering government’s vision of commercializing agriculture which in turn would create jobs, enhance export promotion and contribute to the overall development of Rwanda.”
Key activities to deliver under the third phase of Strategic Plan for the Transformation of Agriculture include agriculture and animal resource intensification; research, technology transfer and professionalization of farmers; value chain development and private sector development and; Institutional development and support to agricultural cross-cutting issues.
