The new Minister of State in the Ministry of Agriculture and Animal Resources (MINAGRI), Dr. Ildephonse Musafiri, was sworn in on August 2^nd, 2022 in an event officiated at the Parliamentary buildings in Kimihurura, Kigali by His Excellency Paul Kagame, the President of the Republic of Rwanda.

After his appointment, the Minister of State thanked the President of the Republic of Rwanda for entrusting him with this role.

“Honoured to inform you that I have graduated from the Paul Kagame Institute of Economic, Social, Political, Institutional, Behavioural, Cultural & Patriotic Sciences. Thank you, Excellency, for the opportunity to lead your Strategy & Policy Council for the past 6 years,” he wrote on his Twitter account.

Hon. Musafiri pledged his full commitment to support the vision of agriculture transformation in Rwanda.

“I can’t thank you enough Your Excellency Paul Kagame for the new responsibilities entrusted in me to serve our nation as Minister of State at the Ministry of Agriculture and Animal Resources. I promise to do my best to support your vision to transform agriculture for prosperity and a high quality of life for all Rwandans,” he tweeted.

Over the past 6 years, Dr. Musafiri was the Executive Director of the Strategy and Policy Council (SPC) in the Office of the President of the Republic of Rwanda.

Formerly a member of the board of directors of the National Bank of Rwanda since April 2018, he is also an Honorary Senior Lecturer at the University of Rwanda, College of Business and Economics, where he previously served as Lecturer and Head of the Economics Department.

His research has focused on development economics and policy, particularly the analysis of poverty and inequality, agricultural growth, and food policy.

Dr. Musafiri earned his Ph.D. in agricultural economics from the University of Bonn (Germany) and a M.Sc. in applied economics from the University of Rwanda. He is fluent in English, French, and Kinyarwanda, and has a working knowledge of German.
