MINAGRI and the European Union celebrate the completion of the EU support programme to rural feeder roads in Rwanda

The Ministry of Agriculture and Animal Resources (MINAGRI) and the Delegation of the European Union to Rwanda celebrate the completion of the EU financial support to the rehabilitation and maintenance of rural feeder roads in Rwanda, with a ceremony held on March 09, 2017 in Rulindo District.  
The ceremony marked the inauguration of a 21.8 Km feeder road (Kinini-Raro-Yanze-Shyorongi) and beginning of rehabilitation works of 9 Km road (Ngabitsinze – Karambo- Muyanza). Representatives of RTDA, District Authorities, associations of farmers and traders in the area and other active development partners also attend the event.  
The Head of the Delegation of the European Union to Rwanda Ambassador Michael Ryan remarked: "Not only has this programme financed the rehabilitation and maintenance of 700 km of feeder roads, it has also helped the authorities to better plan, manage and monitor this essential activity for the rural population; we believe that the support of the EU has made a valuable contribution to economic development and poverty reduction for these people"  
The Minister of State in charge of Agriculture Fulgence Nsengiyumva noted: "These infrastructures have been achieved a great cost to the Government and partners but their impact to various sectors of life is great. This is an opportunity for your rural agriculture to thrive and it requires the ownership of the rural population for sustainable maintenance."
The funding of EU took the form of a Budget Support over the last 5 years with a last payment to the Government of Rwanda of €10 million made on December 21, 2016. This payment completed the total of €40 million provided in the framework of a Sector Policy Support Programme. 
The support targeted the improvement of the rural road network in Rwanda in 7 Districts: Ngoma, Bugesera, Rulindo, Muhanga, Huye, Ngororero and Rubavu. A total of 700 km of roads will have been rehabilitated at the end of June 2017 and 500 km will be under regular maintenance.
The Government recently announced that feeder roads would remain among the national Plans and Priorities for 2017/18, with the rehabilitation of 462 km and maintenance of 549 km of roads, thus confirming its commitment to this sector's development beyond EU's support which has now come to an end.
Rural roads facilitate access to markets, basic economic and social services as well as enhance access to food and improve rural policies at the local level. 
Eighty percent of EU assistance to Rwanda is now budget support, a sign of EU confidence in Rwanda's economic management.
